What program software can I use to get these graphics....?
Does anyone know what program software these people are using to get these graphics and create these items?

I have Print Shop 22 and personally I think it sucks! The graphics are mostly lame clip art with relatively few backgrounds or borders.
I am looking for a program that has the polka dot, argyle, stripes backgrounds, etc.

For bitmap (raster) graphics, you should go for GIMP. For vector graphics, try Inkscape. Both are available entirely for free on the Internet. Personally I use GIMP because I'm not too interested in vector graphics (save for 3D graphics, which is another deal entirely), but it's up to you to decide what you're going for.
